CS FOR HOUSE BILL NO. 471(CRA) An Act relating to the                          
boards of commissioners of regional Native housing authorities;                
relating to the reinstatement of Native corporations; and providing for        
an effective date was read the second time.

Senator Mackie, Chair, moved and asked unanimous consent for the               
adoption of the Community and Regional Affairs Senate Committee                
Substitute offered on page 3650. Without objection, SENATE CS                  
FOR CS FOR HOUSE BILL NO. 471(CRA) An Act relating to the                      
reinstatement of Native corporations; and providing for an effective           
date was adopted and read the second time.                                     
                                                                               
Senator Leman, Acting Majority Leader, moved and asked unanimous               
consent that the bill be considered engrossed, advanced to third               
reading and placed on final passage. Without objection, it was so              
ordered.                                                                       
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 471(CRA) was read                          
the third time.                                                                
                                                                               
Senator Ward moved and asked unanimous consent that he be                      
allowed to abstain from voting because of a conflict of interest.              
Objections were heard and Senator Ward was required to vote.                   
                                                                               
The question being: Shall SENATE CS FOR CS FOR HOUSE                           
BILL NO. 471(CRA) An Act relating to the reinstatement of Native               
corporations; and providing for an effective date pass the Senate?

Senator Taylor moved and asked unanimous consent that the vote on              
the passage of the bill be considered the vote on the effective date
